God knows what we are saying or thinking. This includes what actions we have taken. By this information, God will begin to work to save others. The next verse tells us what God will do to save others.

OFUDESAKI 5-85

Interpretation:
Digging the root refers to going through the path of the heart. When your heart brings upon inconveniences in your life (reap what we sow), if you do not act on your evil thoughts (greed, arrogance, regret….), then one can purify one’s mind. This is a difficult task like digging a root. But when one is persistent in following this path of the heart, one can return to having a mind like the “Original mind” at the creation of human beings.

Interpretation:
I believe God is talking to the yoboku who is spreading God’s truth of the heart, and who is telling people what God will do to save the world. God does not want you to be scared in going out to spread the teachings.

Interpretation:
Everyone (both kara and nihon) did not understand the heart, to purify their minds. The false path most people believed in, was the worldly path. The worldly path is where one could get away with any evil actions as long as no one saw them, or they did not care if they were seen.
