Interpretation:
This is why hinokishin, or spreading the truth of the heart, and what God will begin to do to save mankind is so important. The people in the high mountains will need to understand what guidance or returns may be given to them to help them understand the heart. What would be the purpose of God’s guidance, if they cannot understand the purpose of it?
