Interpretation:
This I believe is talking about when the minds of the world are purified. God will assemble the instruments that were present in the beginning of human beings. These were the sea creatures in the ancient muddy ocean that were selected by God to participate in the creation. When the permanent Pillar is constructed, heavenly dew will fall upon the Pillar by the performance of the Service by the Original instruments.
