Interpretation:
God descended from heaven to save mankind. How would God do this? God throughout the Ofudesaki and Mikagura-uta tells us that God will work. God first tells us the teaching in the Ofudesaki to help us lead a “Joyous life”. God then tells us that guidance through illness will be given to us to help us understand the teachings. But God is also telling us that people cannot understand these illnesses or guidance when they appear in our lives.
