Is Evil a learned trait?

Is evil a learned trait? In the Tip of the Writing Brush, it is said that no man is essentially evil.

Looking all over the world and through all ages,

I find no one who is evil. 1-52

Among all mankind, there is no one who is evil.

It is only a bit of dust stuck on.  1-53

Looking at events that occur in the world, it would be difficult for some to believe this. But what is this dust that we pick up and accumulate? In the Tip of the Writing Brush, it is said to be greed, arrogance, and self-love.

Is it possible that the human soul is pure, and we become evil due to the learning process? Do we learn from our environment?  Some children grow up in environments that are infested with drugs and corruption. Our entertainment media promote greed, sex, and the fast life. Some religions are intolerant to other beliefs, and promote violence.

For those who want to change, how do we find our pure soul? How do we help an evil person to find his or her innermost heart?  They must learn to unlearn the evils that have permeated their minds.  Would it be possible for the most evil person to find his or her innermost heart? Could this evil person find salvation? What does your religion say?
